PROBLEM
Environment Protection Authority (EPA) Victoria required two internal eLearning modules to strengthen capability across their teams and support consistent application of audit and risk frameworks and procedures.
The challenge was to translate detailed policies, regulatory processes, and governance requirements into learning that was clear, structured, and practical. The content needed to reflect the seriousness of regulatory responsibility while remaining accessible for internal staff operating in complex environments.
Accuracy was critical. Given the strict protocols and legislative context, the modules needed to precisely reflect approved frameworks and internal processes without oversimplification.
SOLUTION
Strawberry Solutions partnered closely with EPA Victoria’s subject matter experts to design and develop two tailored eLearning modules aligned to their internal frameworks and operational requirements.
Key components of the solution:
- Close collaboration with policy and audit experts
We worked iteratively with EPA Victoria’s internal specialists to ensure content accuracy, correct terminology, and alignment with existing governance structures and procedures.
- Structured, process-driven learning design
Complex audit and risk management processes were translated into clear, step-by-step learning journeys. We incorporated structured layouts and logical sequencing to support understanding of procedural flow.
- Animated case study to demonstrate auditing in practice
A central feature of the Audit Management module was an animated case study illustrating a realistic audit scenario. This demonstrated how frameworks are applied in context, reinforcing practical understanding while maintaining the gravity and professionalism required in regulatory work.
- Use of process diagrams and visual scaffolding
Custom diagrams were developed to visually represent audit and risk workflows, helping learners grasp interdependencies and decision points without increasing cognitive load.
- Integration of internal support resources
Links to internal tools, guidance documents, and support materials were embedded within the modules, allowing learners to extend their understanding and apply learning directly within their operational environment.
- Clear, professional tone
Visual design and instructional language were carefully calibrated to reflect the seriousness of regulatory responsibilities while maintaining clarity and accessibility.
VALUE DELIVERED
EPA Victoria now has two structured, internally aligned digital learning modules that:
- Strengthen understanding of audit and risk management processes.
- Provide consistent guidance across teams.
- Demonstrate practical application through a realistic case study.
- Scaffold complex frameworks using clear visual design.
- Link learning directly to internal resources and operational tools.
The modules support capability uplift while maintaining the rigour and integrity required in a regulatory environment.
